Ethics and regulation are related but not the same

Ethics deals with what people ought to do. It asks questions such as:

• Who could be harmed?

• Who benefits? Are human rights ignored?

• Is the decision fair?

• Were people informed?

• Can the decision be explained properly?

  
  

Regulation deals with enforceable rules. It sets boundaries, duties, penalties, and processes. A regulation may say that personal data must be collected for a clear purpose, stored securely, and deleted when no longer needed.

The two overlap, but they are not identical. Ethics can ask more than the law requires. Regulation can also lag behind moral concern, especially in areas such as artificial intelligence, biotechnology, climate risk, and online safety.

A simple example is privacy. A company may have permission to collect certain information under a long consent form. Ethically, it still needs to ask whether people truly understood the choice, whether the data collection is proportionate, and whether the benefit justifies the intrusion.

Good decision making needs both parts. Ethics gives the reason. Regulation gives the rule. What do you think?
